David has over 45 year’s extensive experience in the planning, development, management and financing of the civil aviation sector in over 30 countries, mostly developing economies. Much of this work has been in institutional reform of the civil aviation sector and project preparation for financing of airport developments for international financial institutions. David has recently been acting as an airport business analyst to the International Finance Corporation on the development of Public Private Partnership projects for Timor-Leste’s Dili International Airport, and Papua New Guinea’s Port Moresby International Airport. He has also acted as strategic aviation adviser to a major funds manager investing in airports in emerging markets in Asia. He has assisted Airports Fiji prepare its long term development and financing plans and worked at the most senior levels of Asian Development Bank assisting in the formulation of the Board’s investment strategies for the civil aviation sector.
