LaGuardia Airport

Client: Port Authority of New York & New Jersey

The Port Authority of New York & New Jersey (PANYNJ) is in the process of redeveloping the Central Terminal Building (CTB) and associated airport-wide infrastructure at LaGuardia Airport (LGA) through a Public-Private Partnership (P3) arrangement.

The PANYNJ engaged L&B to conduct a detailed technical assessment of each of the proposers’ unique aeronautical ramp designs and operational procedures to better understand the impact of these designs on overall airport operations. Each design was tested using simulation modeling (TAAM) against the most predominant runway configuration scenarios in VMC and IMC weather.

With the help of the analysis, the PANYNJ was able to get the proposers to enhance and refine their designs in order to maximize efficiency of operations on the ramp and thereby the whole airport. The analysis also played a key role in helping the PANYNJ determine the preferred alternative for the redevelopment of the CTB.
